Spot stock-out risk before the shelf is empty

**Objective:** Find items at risk of stock-out in `{company}` (default company if empty), at location `{location-id}` when given, using on-hand at or below `{quantity-threshold}` (default 10).

**Step 1: Stock levels**

Call `powergp-online-get-itemsitequantities` with `quantity-on-hand.max` set to the threshold and `location-id` when given. Set `max-records` to 500.

**Step 2: Item details**

For the 20 lowest items, call `powergp-online-get-items` with `item-number` to read description, class, `current-cost` and `valuation-method`.

**Step 3: Supply coming**

Call `powergp-online-get-purchaseorders` with `item-number` to find open lines and `promised-date`. Use `quantity-on-order` from Step 1 as a cross check.

**Step 4: Report**

Table: item number, description, site, on hand, on order, next promised date, current cost. Mark items with nothing on order as "reorder now", items with supply after 14 days as "at risk", the rest as "covered". Suggest a reorder quantity only when `fixed-order-quantity` is present.
