Match Freshdesk agents to their Jira accounts

**Objective:** Match active Freshdesk agents to Jira users by email address, optionally only agents whose name contains `{agent-name}`.

**Step 1: List agents (freshdesk server)**

Call `freshdesk-get-agents` with `deactivated` = false. If `{agent-name}` is not empty, also pass `name.contains` = `{agent-name}`. Keep `agent-id`, `name`, `email`, `type`.

**Step 2: Look each agent up in Jira (jira server)**

For each agent call `jira-get-user` with `email` = the agent `email` and `active` = true. Take `user-account-id` and `name`. If the exact email finds nothing, call `jira-get-user` again with `name.contains` = the agent's last name, and mark any hit as a weak match to be confirmed by a person.

**Step 3: Report**

A table: Freshdesk `agent-id`, name, email, Jira `user-account-id`, Jira name, match quality (email, name only, none). List agents with no Jira user, and Jira users returned by name that do not share the agent's email.

**Rules & Guidelines:**

* `freshdesk-get-agents` is on the freshdesk server; `jira-get-user` is on the jira server.
* Read only. Never call `freshdesk-update-ticket`, `jira-assign-issue`, `jira-add-issue-watcher` or any other add, update or delete tool.

**Validation:**

* If a Jira lookup returns several users for one email, list them all and flag the row.
* If the agent list is empty, say so and stop.
