Find employee pay setup gaps before payroll runs

**Objective:** Review the employee roster in `{company}` (default company if empty), for department `{department-id}` when given, and find setup gaps.

**Step 1: Roster**

Call `powergp-online-get-employees` with `department-id` when given and `max-records` 500. Count by `employee-status` and `employee-class-id`.

**Step 2: Pay codes**

Call `powergp-online-get-employeepaycodes` for the same company. Find active employees with no pay code, and pay codes whose `end-date` has passed while the employee is still active.

**Step 3: Contacts and dependents**

Call `powergp-online-get-employeeaddresses` to find employees with a blank address or phone, and `powergp-online-get-employeedependents` to count dependents per employee.

**Step 4: Report**

Headcount by status and class, then exceptions grouped by type (no pay code, expired pay code, missing address). Use employee id and name only.
