**Objective:** Check each Business Central location against Avalara AvaTax locations and nexus, and report any state where goods are held or shipped from without a matching AvaTax nexus.
**Step 1: List locations in Business Central**
Call `business-central-get-location`. Keep `location-code`, `name`, `city`, `state`, `country-code` and `use-as-in-transit`. Skip in-transit locations and say how many.
**Step 2: List locations in Avalara AvaTax**
Call `avalara-avatax-get-location`. Keep `location-code`, `city`, `region`, `country` and `registered`. Match on `location-code` first, then on city and region.
**Step 3: List nexus in Avalara AvaTax**
Call `avalara-avatax-get-nexus`. Keep `country`, `region`, `jurisdiction-name`, `effective-date`, `end-date` and `tax-type-group`. Treat a nexus whose `end-date` is in the past as ended.
**Step 4: Report**
Give a table of Business Central location, matching AvaTax location (or none), state, and whether an active nexus exists in that state (`state` against `region`, with `country-code` against `country`). List locations missing from AvaTax, locations in states with no active nexus, and AvaTax locations with no Business Central counterpart.
