Create Constant Contact lists and tags without lookalikes

**Objective:** Create a new `{kind}` (list or tag, default list) named `{name}`, with the description `{description}` if it is a list.

**Step 1: Check for duplicates**

* For a list: call `constant-contact-get-contact-list` with `name` set to `{name}`, then with `name.contains` set to the most distinctive word of `{name}`.
* For a tag: call `constant-contact-get-contact-tag` the same way.

If an exact match exists, show it and stop: names must be unique. If near-matches exist (differing only in case, spacing, punctuation, a year or a word like new or copy), show them with their member or contact counts and ask whether one of them should be used instead. Stop unless the user says to create the new one anyway.

**Step 2: Confirm**

Show what will be created: kind, name, and the description for a list. Ask the user to confirm. Do not proceed without an explicit yes.

**Step 3: Create**

* For a list, call `constant-contact-add-contact-list` exactly once with `name` and `description`.
* For a tag, call `constant-contact-add-contact-tag` exactly once with `name`.

Then read it back with `constant-contact-get-contact-list` or `constant-contact-get-contact-tag` using `name`, and report its id.

**Rules & Guidelines:**

* Call only the one add tool that matches `{kind}`. Do not call any update tool, and do not add contacts to the new list.
* Do not mark a list as a favorite unless the user asks.

**Validation:**

* If `{kind}` is neither list nor tag, ask which one and stop.
* If `{description}` is blank for a list, suggest one sentence based on the name and include it in the confirmation.
