**Step 1: Find the user**

Call `ramp-get-user` with `first-name` and `last-name` from the name. If more than one matches or none, list them and stop.

**Step 2: Inventory what they hold**

* Call `ramp-get-physical-card` with `cardholder-id` set to the user id.
* Call `ramp-get-virtual-card` with `card-owner-id` set to the user id.
* Call `ramp-get-fund` and note funds they own or are named on.
* Call `ramp-get-reimbursement` with `user-id` and list reimbursements not yet paid.

**Step 3: Confirm**

Show the user and everything found. Say what you will do: suspend each active physical card, then deactivate the user. Ask for explicit confirmation. Stop until it arrives.

**Step 4: Act**

Call `ramp-physical-card-suspend` for each active physical card, then `ramp-user-deactivate`. Re-read the user and cards to confirm the new state.
