Change Ramp fund members without picking the wrong person

**Objective:** Apply the action `{action}` (add or remove) for the people `{user-names}` on the fund named `{fund-name}`.

**Step 1: Resolve**

Call `ramp-get-fund` with `display-name.contains`. If none or several match, list them and stop. For each person call `ramp-get-user` with `first-name` and `last-name`. If any name matches none or several users, list the problem and stop. Only active users may be added.

**Step 2: Confirm**

Show the fund, the action and each resolved user (name, email, status). Ask for confirmation.

**Step 3: Act**

For add call `ramp-fund-add-members`; for remove call `ramp-fund-remove-members`. Pass the fund id and all user ids in one call.

**Step 4: Report**

What was changed, and the fund's state from `ramp-get-fund`.

**Rules & Guidelines:**

* Only those two tools may write, once each, after confirmation.
* Never call `ramp-fund-suspend-member`, `ramp-fund-terminate` or any user tool.

**Validation:**

* If the action is not add or remove, stop and ask.
