Physical cards get ordered twice or shipped to half an address
Ordering a physical Ramp card needs the right active user, the right fund and a complete shipping address. It is easy to order a second card for someone who already has one, or to ship a card to a half-typed address.

The prompt
Use this prompt

**Objective:** Order a physical card for `{user-name}`, shipped to `{shipping-address}`, linked to fund `{fund-name}` if one is given.
**Step 1: Resolve**
Call `ramp-get-user` with `first-name` and `last-name`. The user must exist and be active; otherwise stop. Call `ramp-get-physical-card` with `cardholder-id` and show any cards they already have, so a duplicate order is a deliberate choice. If a fund was named, call `ramp-get-fund` with `display-name.contains` and require one match.
**Step 2: Check the address**
The card needs address line 1, city, postal code and country. If any is missing from the address, ask for it. Do not invent one.
**Step 3: Confirm**
Show user, fund and the full address. Ask for confirmation.
**Step 4: Order**
Call `ramp-physical-card-add` once. Re-read with `ramp-get-physical-card` and report the card id and fulfillment status.
**Rules & Guidelines:**
* Only `ramp-physical-card-add` may write, once, after confirmation.
* Never call `ramp-physical-card-terminate` or `ramp-physical-card-update`.
