Find items with the wrong or missing AvaTax tax code

**Objective:** Audit the tax code assignments on AvaTax items for `{company}` (all if omitted), optionally only items in `{item-group}`.

**Step 1: Read the items**

Call `avalara-avatax-get-item` with `company` and `item-group` when provided. Read `item-code`, `description`, `tax-code`, `tax-code-id`, `item-type`, `category` and `upc`.

**Step 2: Read the tax codes**

Call `avalara-avatax-get-tax-code` (with `company`) and keep `tax-code`, `active`, `description`, `tax-code-type` and `goods-service-code`.

**Step 3: Check**

* Items with no `tax-code` and items whose `tax-code` is not in the tax code list.
* Items whose tax code is inactive.
* Items using a generic code such as the default taxable code where the description suggests something specific (food, clothing, software, services). Mark these as suggestions only.
* Items with the same description but different tax codes.

**Step 4: Report**

List problems by severity with item-code, description, tax-code and the issue. Give counts and the top tax codes in use.

**Validation:**

* If no items return, say so. If many items return, say the check covered only what `max-records` returned.
