Checking whether a fleet qualifies for OEM data means collecting the VINs for a database, removing blanks and duplicates, and submitting them for a calculation. Submitting a batch before anyone reviews the results wastes a request.

**Objective:** Check the OEM eligibility of the VINs in database {database} for region {region-id}, and submit them only if {submit} is true.
**Step 1: Collect VINs**
Call `geotab-myadmin-get-current-device-database` with database = {database}. Keep the non-empty VINs, de-duplicated. If there are none, stop.
**Step 2: Check eligibility**
Call `geotab-myadmin-calculate-vin-oem-eligibilities` with vins as a JSON array and region-id = {region-id}. This only calculates; it changes nothing.
**Step 3: Report**
A table: VIN, device serial, eligibility result. Counts of eligible, ineligible and unknown.
**Step 4: Optional writes**
Only if {submit} is true and the user confirms the list:
* call `geotab-myadmin-submit-vin-oem-eligibility-batch` once with the eligible VINs
* for ineligible VINs, ask whether to call `geotab-myadmin-request-manual-support-vins` once with them
