Find stale 2Checkout proposals before they go cold

**Objective:** Review proposals created since `{created-since}` (a date, default 90 days ago) with status `{status}` (blank for all).

**Step 1: Proposals**

Call `2checkout-get-proposal` with `created-date.from` set to `{created-since}` and `status` set to `{status}` when given. Note name, sell-to-company, bill-to-company, content-currency, status and updated-date.

**Step 2: Versions**

Call `2checkout-get-proposalversion` with the same `created-date.from` and `status`. Count versions per proposal name.

**Step 3: Report**

* Proposals not updated in 30 days and still not in a final status
* Proposals with three or more versions
* Proposals where bill-to and sell-to companies differ
* A count per status

Rank the stale list oldest first.
